This course develops and applies a results-based management (RbM) approach to the public management cycle – strategic planning, budgeting, monitoring and evaluation (M&E), and accountability - for public institutions and programs in Latin America and the Caribbean. It specifically addresses results-based budgeting systems at national, institutional and programmatic levels; the relationship between policy planning and budgetary processes; the articulation of public programs, performance management and strategic planning; the formulation and adaptation of public programs; along with planning, budgeting and M&E systems for development results.

The course is aimed at professionals in the public sector, central or sub-national governments, research institutions, consulting companies, as well as public or private institutions involved in the design, implementation, monitoring and evaluation of policies and programs related to the management of public resources. Given that one of the main objectives is the exchange of experiences among the participants, priority will be given to professionals from the public sphere who bring experience in the course subject. Applicants must have completed their university education.
Learning Objectives
Develop competencies of professionals who participate in the planning, programming and budgeting processes in the public sector to improve the development of Latin American and Caribbean countries. Deliver theoretical and technical foundations for the implementation of RbM, and its application to the budgetary sphere, sharing successful experiences in governmental strategic planning and budgeting, formulation of public policies and programs, budgeting, and monitoring and evaluation systems in Latin American and the Caribbean Governments.
